Noritaka Akamatsu

Asian Development Bank

Noritaka Akamatsu is senior adviser to the ADB’s Sustainable Development & Climate Change Department and a specialist in promoting regional financial cooperation and integration.

He joined the ADB in 2009 to run financial sector operations after 20 years at the World Bank, originally as lead financial economist and head of the capital markets group until moving to Vietnam as programme manager for the country’s financial and private sectors.

Faisal Ahmed

Bangladesh Bank

Faisal Ahmed is senior economic advisor to the Governor of Bangladesh Bank, the central bank of Bangladesh, a role he took up in August 2015. He previously worked at the International Monetary Fund for 12 years across the Middle East, Europe and South East Asia as a core member of the emerging market surveillance team.

Ahmed was most recently the IMF’s representative in Cambodia, a position he held from 2011.

Andrew Colquhoun

Fitch Ratings

Andrew Colquhoun is head of Asia Pacific sovereign ratings at Fitch, heading a team of five covering 19 credits in the region including Mongolia, Pakistan, Sri Lanka, Vietnam, Pakistan and Bangladesh. He joined Fitch in 2006 and covered a range of credits in emerging Europe before transferring to Hong Kong in 2009.

Before joining Fitch, he spent eight years at the Bank of England in a range of roles covering monetary analysis, market operations, and financial stability.

Arthur Lau

Pinebridge Investments

Arthur Lau is co-head of emerging markets fixed income at Pinebridge Investments, a global investment manager with US$85bn of assets under management.

His remit covers many of Asia’s frontier debt markets, in US dollars and local currencies, where Pinebridge invests on behalf of institutional and intermediary clients including sovereign wealth funds, insurance, re-insurance, pension funds and private banks with a long-term investment horizon.

Florian Schmidt

SC Lowy

Florian Schmidt is head of debt capital markets at SC Lowy, an independent fixed income specialist based in Hong Kong. He has 25 years of experience in debt capital markets and has worked in Asia since 1993, advising governments and companies in several frontier markets on international bond offerings.

Before joining SC Lowy, he was head of Asian debt capital markets at ING, where he advised several Mongolian issuers on debut international bonds.

Adisorn Singhsacha

Twin Pine Consulting

Adisorn Singhsacha is founding partner at Twin Pine Consulting, a boutique advisory firm specialising on cross-border fundraising in Cambodia, Laos, Myanmar and Vietnam. He started his career at HSBC in Bangkok back in 1994 and worked at a Swiss private bank in Singapore before starting Twin Pine in 2011.

Twin Pine has advised on all of the five issues from the Laos government, as well as a debut deal from EDL-Generation.
